C2OSIF uses semantic integration and reasoning to address collaboration problems within the AOC. The approach is based on application of semantic knowledge implemented as a common ontology coupled with an ontology-based service model (OWL-S). Together these models provide the ability to reason and infer interoperability requirements to discover available data and services from disparate sources that can be used to augment current C2 processes. C2OSIF includes tools to demonstrate the service discovery, matchmaking methods and enactment of services. This ontological approach, along with the tools, created Communities of Exchanges providing users the mechanism to share services and data across the Enterprise, thus, reducing the number of operators needed to assemble the information into a cohesive format.
